Yes, MRML is the Multimedia Retrieval Markup Language.

Yes, you may define your own extension. MRML has been planned for that.
There is an Extension page in the MRML site that indicates the general extension porocedure and also defines a styleguide to keep extensions consistent.

Yes, there is some open source attached to MRML.
The "original" is the C++ libMRML included in the GIFT package.
